Why GCC Named Patient Is Different
Five GCC-Specific Failure
Modes on Named Patient Supply.

GCC named patient supply is not a regional version of the UK domestic pathway. Post-Brexit MHRA documentation, hospital ethics committee variability across Riyadh, Doha, Abu Dhabi and Kuwait City, regional pricing controls, multi-country shortage rotation and 50 degree summer cold chain all create risks that GCC hospital procurement teams must work around.

Post-Brexit MHRA Paperwork
The MHRA issues UK Certificates of Pharmaceutical Product on application by the marketing authorisation holder. Incomplete document packs can delay review by the destination regulator.
Hospital Ethics Committee Variability
Hospitals run different ethics committee processes for named patient justification. What is accepted in Riyadh may need restructuring for Doha, so the prescriber or hospital should prepare its own summary.
Regional Pricing Controls
GCC regulators and payers can benchmark prices against reference markets, so buyers should check what price evidence their application needs.
Shortage Rotation Across Distributors
When a specialty line goes short, buyers sourcing from rotating UK suppliers should verify MHRA WDA status and chain of custody before accepting any pack.
50°C Summer Cold Chain
Summer ambient in Riyadh, Kuwait City and Abu Dhabi can exceed 48°C, so packaging suited to European conditions may not hold.
The Euro Biom Solution
Named patient supply
for the GCC.

Euro Biom supplies UK-licensed medicines for the buyer's named patient import route. Euro Biom supplies UK product documents; the buyer manages the special use pathway and ethics submission. UK source documentation is supplied to support the buyer's special use authorisation application to SFDA, EDE, DHA, MOPH Qatar, MoH Kuwait or NHRA Bahrain.

Shipments leave under MHRA WDA(H) 59239 with a GDP documentation pack and, for temperature-sensitive lines, a temperature logger. A GDP documentation pack accompanies consignments of oncology and paediatric specialty named-patient import supply.

GCC Regulator Coverage
Saudi Arabia: SFDA Special Access route. UAE: EDE federal special import, or DHA Dubai and DOH Abu Dhabi special permits. Qatar: MOPH Special Use Committee. Kuwait: special permit with a mandatory local agent. Bahrain: NHRA import route for products not yet registered. Oman: MoH-DGPA special import. The buyer should confirm any hospital committee step locally.

How We Ship UK to GCC Named Patient

Four stages, with chain-of-custody documentation
from UK dispatch to the destination importer.

Each stage of a GCC-bound named patient shipment is arranged and documented. The output is a documentation pack alongside the medicine, to support the buyer's submission to SFDA, EDE, DHA, MOPH Qatar, MoH Kuwait or NHRA Bahrain and the receiving hospital ethics or therapeutics committee.

Stage 01
01
UK GDP Pickup
Product is purchased through the UK licensed supply chain and held at the contract storage site under GDP. 2-8°C medicines are shipped from the contract storage site in temperature-controlled packaging with a data logger, arranged with specialist carriers.

GCC Named Patient FAQ
UK to GCC Named Patient
Supply, Explained.

Common questions from GCC hospital procurement teams and licensed importers sourcing named patient medicines from the UK.

What is named patient medicine supply to the GCC?
Named patient supply is the destination country's regulated import pathway for a medicine not registered in that market, supplied for an identified patient in a GCC hospital where no locally registered alternative is available. Each GCC country runs its own route: SFDA Special Access in Saudi Arabia, EDE federal special import in the UAE, MOPH Special Use Committee in Qatar, a special permit in Kuwait, the NHRA import route in Bahrain and MoH-DGPA in Oman. Euro Biom holds MHRA WDA(H) 59239, sources through MHRA-authorised UK channels, and arranges 2-8°C shipping through specialist carriers where needed, with UK product documents.
Which GCC hospitals use named-patient import routes?
Named-patient import demand comes mainly from tertiary referral and specialty hospital pharmacies across the six GCC states. Saudi Arabia: national oncology referral centres, MoH regional and National Guard facilities. UAE: federal and emirate-level government hospitals, private tertiary centres. Qatar: the national referral hospital and its paediatric specialty centre. Kuwait: the national oncology referral centre and Ministry of Health regional hospitals. Bahrain: the tertiary care referral hospital. Oman: the national academic teaching hospital.
How is GCC named patient supply different from UK domestic named patient?
UK supply of unlicensed specials falls under Regulation 167 of the Human Medicines Regulations 2012 and is outside Euro Biom's scope. GCC named patient is an import route for a UK-licensed product, with three layers, a destination-country regulator special use authorisation, a hospital ethics committee or therapeutics committee approval, and a shipping and customs pathway into the destination country. Documentation requirements are heavier and timelines longer. Euro Biom's role is the UK-licensed wholesale and export end only, with documentation packs to support the buyer's application to each GCC regulator.
Does NUPCO localisation in Saudi Arabia block named patient imports?
NUPCO 2026 localisation rules apply to routine national tenders for products with locally manufactured equivalents. Buyers should confirm with NUPCO how named patient import, shortage cases and therapies with no local equivalent are treated. Euro Biom's Saudi Arabia offer focuses on named-patient import and shortage supply for SFDA-registered importers and hospitals.
What documentation does Euro Biom provide for GCC named patient supply?
Consignments are supported by the documents available for the product, such as a Certificate of Pharmaceutical Product where issued, manufacturer batch documentation where the manufacturer makes it available, marketing authorisation verification, GMP evidence for the manufacturing site, an MHRA WDA holder letter on Euro Biom letterhead and, for temperature-sensitive lines, a temperature logger record. The prescriber or hospital prepares the ethics-committee summary. Halal certification can be requested from the manufacturer where available.
How fast can Euro Biom ship a named patient medicine to a GCC hospital?
Transit time depends on stock availability, documentation and destination customs clearance. We give an estimate at quotation.
What therapeutic areas have the highest named patient demand in the GCC?
Oncology oral targeted therapies; UK-licensed oral paediatric medicines; oral diabetes and endocrinology specialty medicines for the high-prevalence GCC diabetes population; oral autoimmune medicines not registered locally; UK-licensed medicines awaiting registration in the destination country; HIV post-exposure prophylaxis and rare antivirals; and paediatric specialty formulations. Euro Biom can source UK-licensed medicines in these categories through the UK licensed supply chain, within licence scope.
